Ok !! it is resolved !!!!!!

I had 2 Language settings in my computer Windows 2000 (English
version) (Control Panel-->Regional Settings-->General-->Language
setting for the system)
Westerns europe & Uniteed States + Cyrillic (Russia)

I just des-installed the (Cyrillic russia) and now my Access 2003 &
Access 2003(English Version) is working fine !!

I think....... this must be a BUG !!! (same problem with Access 2002 &
Acess 2003)

Hope pleople from Microsoft will take attention in future Access
versions.
