What do you mean by "call a function for the top: value in a div tag?" Its border? Margin? Padding? And during what event do you want the function to be triggered?

This div changes the top position when you move your cursor over it.
<div style="position:absolute;top:100px;left:50px;"
onmouseover="this.style.top='200px'"
onmouseout="this.style.top='100px'">Hit me!</div>
