Is there a server I can upload code to in other to dedicate it to the
public "as is" and/or with an artistic license, without having to give
away my identity? Just curious for future reference.

Why would you need a specific server for that? Any place where you can
upload and publish files would do; what the license would be is
entirely up to you - whatever you declare in the associated
documentation for your product goes.

There are plenty of places where you can sign up for an account and
publish code in a dev-friendly way. For instance:
http://code.google.com/hosting/
http://sourceforge.net/
http://www.codeplex.com/
http://github.com/
You will have to specify *an* identity to be able to log in, etc - but
you may not have to give your real name etc. (Check the policies for
each hosting service.)
