Mail Problem with Exchange

We receive orders from a vendors via email using Exchange Server.Emails from a particular vendor never get delivered to Supply Manager's inbox,they remain there on the Server.
There are no rules blocking the vendors address.
I need help on this, please.

Sounds like an issue with on the othe servers.
